Outlook 2016 offline address book not updating cached mode

Verified I could see the user in the GAL when I was in Outlook Web Access. Waited until after the next Exchange maintenance to see if the OAB updated. If just your own, can other users see this new user?
I can see the user in the GAL while I'm in OWA, so this made me think that the issue may be with the offline address book. I updated the offline address book with the following Power Shell command: update-offlineaddress book - id Default OAB Note: Default OAB is not the real name of the offline address book. I know that it takes 24 hours or more to update the address book while in cached mode, but it's been almost a week now.
When I disable cached mode, I see the updated address book. This happens on more than one computer/user account.
I'm unable to update any of my Outlook 20 clients offline address books.
If I blow out their profile and re-sync they get current / new addresses, however, if a user is added they are not updated. The 'C:\Program Files\Microsoft\Exchange Server\V14\Exchange OAB' folder is showing not updated in a month. check whether OAB is properly generated on the server.
The schedule we have configured is a custom schedule that should update every hour.
